New Customs Code came into force on the territory of the Eurasian Economic Union
New Customs Code came into force on the territory of the Eurasian Economic Union (EAEU). The law focuses on digital technologies and presents the Eurasian Five in the international arena as a single economic entity. Many processes are now automated, and contact between entrepreneurs and customs officers is reduced to a minimum. The declaration registration time is reduced by half, and the time for release of goods – by sixfold. The procedure now takes four hours instead of 25.
TIGRAN SARGSYAN, CHAIRMAN OF EEC BOARD:
- We believe that the mechanisms that are incorporated in the Customs Code will foster the integration, and will significantly ease all customs procedures for business.
The new code introduced a one-stop shop mechanism. In the near future, the market participants, namely 182 million people, will be able to receive a wide range of public services online through their personal accounts.
DMITRY ZHURAVLEV, DIRECTOR GENERAL, INSTITUTE OF REGIONAL PROBLEMS:
- A unified electronic information system is currently being created. It will contain all the necessary information such where the containers are located, which warehouse and country. The economic security is strengthened.
The new electronic declaration system will reduce corruption risks, transaction costs and speed up the work of the customs services. Kazakhstan decided to start operating online customs declaration procedures for export and transit goods. Further, as experts say, the online imports declaration will be introduced soon. Businessmen will be able to appreciate the new system’s advantages.
KAIRAT MAUBAYEV, ACTING DIRECTOR, STATE REVENUE COMMITTEE, KAZAKH MINISTRY OF FINANCE:
- The main advantage of the electronic declaration is that no intermediary is needed. Previously, you had to run from a place to a place, print out a declaration forms in the customs office, then go to the state revenue body with a package of documents, hand over a declaration to the customs post. Now, wherever you are, you can fill out the declaration online and send it to the appropriate authorities. The entire process is fully automated.
As experts note, the gradual introduction of advanced customs service will give a growth boost in many spheres of economy of the union members.
