Kazakh Parliament’s Senate adopts several draft laws
At a plenary session, members of the Senate of the Kazakh Parliament adopted the law “On amendments and additions to some legislative acts of Kazakhstan on martial law issues”.
 
Kazakh First Deputy Defense Minister Murat Bektanov said that the draft law’s main goal is to improve legislation in martial law. This is dictated by the need to maintain the defense potential of the state to adequately respond to modern challenges and threats to the security of Kazakhstan. The key points of the draft law are issues of legal regulation, the functioning of the state both during the period of martial law and preparation for it in peacetime.
 
“The draft law provides for amendments to the Labor Code and six laws. In particular, the law "On martial law" is supplemented by the President’s powers, which can be implemented in peacetime. These are the procedure for applying martial law measures, approving the regulations of the High Command of the Armed Forces, defense councils and organizing the Government’s activities during the martial law,” said Murat Bektanov.
 
Members of the Kazakh Parliament also approved the ratification of the Agreement on the exchange of information on goods and vehicles of international transport moving across the customs borders of the Eurasian Economic Union and China. The document was created to expedite customs operations on goods imported into the customs territory of the EAEU and China or transit products. Kazakh Finance Minister Yerulan Zhamaubayev said that the exchange of such information will accelerate the execution of customs operations, apply the obtained information to improve the effectiveness of the risk management system and identify facts of evading customs control.
 
"In order to ensure security, it is planned to reduce the risks related to the import into the customs territory of two parties of potentially dangerous, prohibited and restricted goods. Implementation of the Agreement will not require allocation of funds from the republican budget,” commented the finance minister.
 
He said that the exchange of information will be carried out in electronic format for all types of transport using the integrated EAEU information system and the information system of the Chinese authorized body.
 
“The Agreement provides for the phased exchange of information as the parties sign the Technical readiness agreement in accordance with separate protocols concluded between the authorized bodies of the EAEU member countries and the Main Customs Administration of China,” stated the conclusion.

One more document adopted by members of the Kazakh Parliament is the draft law “On amendments and additions to some legislative acts of the Kazakhstan on lotteries and lottery affairs”. The draft law introduces amendments and additions to the Code of Kazakhstan on administrative offenses as well as the laws “On advertising” and “On lotteries and lottery affairs”.
 
The expected results of the draft law should be strengthening the protection of the rights and legitimate interests of citizens, ensuring transparency and maximum openness of the lottery, empowering the authorized body with the possibility of operational regulation of lottery affairs.
