Kazakh President’s proposal on redistribution of powers between the branches of the government is the reform aimed at ensuring future growth of the country. Famous British writer Nick Fielding believes that Kazakhstan will use this opportunity.
NICK FIELDING, BRITISH WRITER:
President talking about these potential reforms – it has all struck me that the big issue for developing countries is the question of succession of power and often that can be a problem and seems to me that President Nazarbayev has been considering this question and the kind of issues that he is now discussing and suggesting are precisely the way.
President Nazarbayev’s proposal on constitutional reform indicates the ongoing democratization process, the chief operating officer of the First magazine Eamon Daly says. He says that Kazakhstan has been following this path and still needs some qualitative changes in the government system.
EAMONN DALY CHIEF OPERATING OFFICER, FIRST MAGAZINE:
Direction to further democratization and secondly, that in keeping with this objective, it is now timely and necessary to transfer significant part of powers in regulation and solution in economic processes from the President to the government and to other executive bodies, including the strengthening of the role of Parliament in the formation of government.
The political transformation will enhance the efficiency of all branches of power. The redistribution of powers means that the Parliament and the Government will be more accountable to the citizens, Russian political scientists say. According to their forecasts, the constitutional reform will provide new opportunities for sustainable development.
DMITRY ZHURAVLEV, DIRECTOR GENERAL, RUSSIAN INSTITUTE OF REGIONAL PROBLEMS:
The reform will lead to more efficient state administration, more stable political system and democratic society, and hence the opportunity for growth, creation of a stable state and stable society. Any system is stable when there is a balance. The equal amount of resources and rights between the government branches is the balance. This is a huge step forward.
