Astana Economic Forum tackles state apparatus improvement

World’s leading experts were discussing ways to build up civil service of world-class. The international conference on improvement of civil service was held as part of the Astana Economic Forum. Scientists and politicians from Great Britain, France, Germany, South Korea and Canada shared the latest international experience and innovations in the sphere. Specialists noted the significance of creation of the Regional Hub of Civil Service in Astana under the auspices of the UN. They say that it will become the leading platform for knowledge sharing. More than 30 countries and 5 international organizations have joined the hub as of today. Nearly 300 Kazakhstan citizens have been trained as part of the project.

 

Oak DONG-SUK, PRESIDENT OF NATIONAL HUMAN RESOURCES DEVELOPMENT INSTITUTE, KOREA:

South Korean civil service has been developing for 70 years. Therefore we have a considerable experience to share with Kazakhstan. I was glad to meet representatives of Civil Service Regional Hub in Astana. The Hub serves as the connection not only between different Central Asian countries but also between continents. We look forward to working with this worthwhile organization.

 

As many as seven memoranda have been signed at the conference. Kazakhstan set up cooperation in civil service with Canada, South Korea, the Netherlands, Russia and Kyrgyzstan. In particular, it is planned to launch the program on training the ‘A’ corps civil servants and workers of Human Resources Management Services at Singapore Civil Service College, one of the leading centers. Another memorandum was signed to allow adoption of Canadian technologies in the study of public satisfaction with the quality of civil service.

We see that there is the need to receive feedback from citizens. It is necessary to conduct surveys and studies measuring population’s perception of and satisfaction from the civil service provided. And this memorandum will let examine Canadian technology which was successfully implemented in New Zealand, Australia, UAE, Malaysia and a number of other countries.
