57 countries’ experience used for creation of medical insurance system in Kazakhstan
The main contributor to the health insurance in Kazakhstan will be the state while contributions from the treasury will cover more than half of the total population. The registered unemployed people will also be included. The increase in payment rates will be split in stages – and reach up to 7% in 2024. The same amount, employees together with employers, should allocate in general from 2020, the company will take over 5%. Private entrepreneurs, as well as all self-employed will have to deduct the insurance fund – the 7 percent fee in three years.

We are now working with local authorities to identify the category among populatin with the bodies of state income on tax amnesty. But the state in the period up to 2020 has provided a guarantee for this category. They will benefit from free outpatient clinical care and pharmaceutical supplies, regardless of the fact that they do not have insurance, but by 2020, they should define the status.
Experience of 57 states was taken into account during the development process including Lithuania, Czech Republic, Poland, Russia and Germany. Employees will have a 2 percent deduction while in Germany for instance they pay 8 percent. For private business the rates are 7 percent in Kazakhstan and 15 in Germany.

Health insurance contributions in Lithuania were first part of the income tax, and people somehow didn’t feel it. But then we separated contributions and introduced single social health insurance tax. What happened? People have realized that they pay contributions, and what do they have in return? I think it's a very good question, because it then makes a person more active in the system.
