As part of the EAEU, volumes of trade turnover continue to grow. Within 8 months of 2017 five member countries of the EAEU traded for over US$34 billion and increased the figure by 27% comparing to last year. Russia owns the largest share. The volume of trade with other EAEU participants reached US$3 billion 300 million. Trade turnover with Belarus has tripled while the trade turnover with Armenia has increased by 6 times. According to experts, this trend will further continue. There are a number of reasons for this trend. The Majilis of the Kazakh Parliament approved the ratification of the EAEU customs code. According to the Minister of National Economy Timur Suleimenov, the document unifies regulations for all participating countries. Moreover, entrepreneurs will be able to get a delay in customs duty payment. In addition, the priority of electronic declaration and the "one window" principle is being implemented which means the customs authorities won’t request documents from declarants which can be found in a single database. The National Customs code and the code of the Eurasian Economic Union should enter into force simultaneously from January 1, 2018. The document will facilitate the conduct of foreign economic activities, maximize the transit and export potential of the EAEU member countries.

SERIK SEIDUMANOV, MEMBER OF MAJILIS, LOWER HOUSE OF KAZAKH PARLIAMENT:

- Individuals need to file a declaration when they order and deliver goods exceeding the rate of duty-free import. According to the new customs code, it is possible to submit a declaration electronically.

What is the mechanism of the electronic submission of this declaration?

GUSMAN AMRIN, DEPUTY DIRECTOR, KAZAKH STATE REVENUE COMMITTEE:

- For this purpose, the norm is additionally introduced in the code. Not only can a passenger refer to the customs officer, where the customs officer must fill in for the passenger and do not take money for it by saving the passenger’s money and time. There are two ways. First, the passenger can fill the simplified declaration in the portal which is not used for large goods. On the other hand, the declaration can be filled by the customs officer, where the passenger resides.
