DISCUSSION OF KAZAKH PRESIDENT’S ADDRESS
Kazakhstan’s Third Modernization will strengthen its position on the international arena, Kazakh experts believe. The transition to accelerated technological transformation of the economy will ensure the steady growth in all spheres, they say. The latest address of the head of state to the Kazakh nation, in fact, predetermined the new priorities of the country’s long term development.

The third modernization means the further diversification of our economy. Therefore, now is the time to launch the accelerated development process. Kazakhstan has enough financial and other resources to make another breakthrough. Every Kazakhstan citizen should be involved in it.
Representatives of creative intellectuals believe that the third modernization is necessary at present. Chairman of Kazakhstan’s Writers’ Union Nurlan Orazalin remembers the first modernization when the country was moving from the planned economy to market system. The writer says that Kazakhstan’s main achievement in the first stage of its development is the preservation of peace and unity in the multinational country, despite harsh conditions of the transition period. The second modernization let Kazakhstan to make an economic breakthrough. It was the time when the Strategy 2030 was adopted and the capital city was moved to Astana. Now Kazakhstan is ready to make another breakthrough to become competitive in the global scale, Nurlan Orazalin says.

It will be really hard to strengthen our economy without technological development. In fact, this is not a difficult task. We have all natural resources, established productions, rich human capital to do that. The only thing we need is to realize that and start introducing innovations, and then our products will become competitive worldwide. Kazakhstan is lucky to have huge neighboring markets where we can exports goods. In his address, the President has instructed the government to expand non-primary sector twofold by 2025. He also instructed the government to create the Export Policy Council. This measure will be really effective, I believe.
Quality in education is vital to achieve modernization goals. That is, education should meet the market requirements. Rector of the Kazakh National University of Arts Aiman Mussakhajayeva shared this view. She said that Kazakhstan’s third modernization should be approached as a comprehensive plan of measures to improve the country's competitiveness, which requires good professionals.

The President’s address says that education must be accessible, vocational education as well as English and Kazakh language classes should be affordable for population. All these changes require a new approach that should be developed by university faculties and colleges.
