Kazakhstan will introduce regulations concerning use of pastures. Kazakh Mazhilis is considering a draft law in this regard. The Parliament members want to create a legal framework, regulating the organization, planning and management of pastures. At present, use of pastures is not regulated by the government. 100 million hectares of 187 million hectares suitable for grazing are out of use. Land owners in conjunction with local authorities will be able to develop plans for the management and use of pastures. In case of inefficient use of pastures, the term of withdrawing farmlands will be reduced from 5 to 2 years. Responsibilities and rights for all participants of the process will be outlined in the new law.

This article envisages a conclusion of a quadripartite agreement with Mayor of the rural district, the land owner, pasture users and the local authorities.

 

Mazhilis members also suggested establishing associations of land users to conduct joint activities. Mayors of districts will conduct explanatory works with the population on how to rationally use the land. Work plans and schedules on use of pastures will be posted on official websites, whereas reports of district mayors will be reported in the media.
