Owners of gun shops and security companies may be facing administrative liability in case they are vulnerable to attacks. The corresponding rule is expected to enter the law on extremism and terrorism. Mazhilis members discussed the proposed amendments in the first reading. As the deputy chairman of the National Security Committee noted, the changes include the strengthening of control over arms trafficking and their storage. A ban is introduced on the activities of religious groups and liability for terrorist crimes is tightened. Also, the draft law developers intend to specify the reasons for deportation of foreign nationals from the country in case of their violation of the Kazakh laws. Punishment for illegal migration will be also toughened.

 

Marat KALKAMANOV, DEPUTY CHAIRMAN, NATIONAL SECURITY COMMITTEE OF KAZAKHSTAN:

From now, if a person is not registered within 10 days after moving to another place, he will be warned. The law provides a penalty, if the person doesn’t follow the rules. We plan to increase the penalty. The exact amount and the details of the bill will be known at the next review in Parliament.

Now drafters of the bill, special law enforcement agencies are required to finalize the bill between the first and second readings, jointly with MPs, representatives of civil society before the bill reaches the Kazakh President. They have to develop law that will ensure security, stability in the society, so that the people can live in peace and work.
