Results of the review on global trends in civil service development were presented in Astana. The large-scale study was conducted by a regional hub in civil service and the UNDP global center. The paper covered the main trends and reforms in public service over 20 years in Europe, North America, Southern Asian, the Caucasus and the CIS. As experts noted, the study is aimed to contribute to public service efficiency. This work will serve as a useful and unique resource for practitioners involved in the reform of the civil service, as well as for scientists and experts in this field in Kazakhstan and, in the countries participating in the Hub and beyond.

Alikhan BAIMENOV, CHAIRMAN, MANAGING COMMITTEE OF REGIONAL HUB OF CIVIL SERVICE, ASTANA:

Firstly, I hope that this will be a guidance for those involved in the development of the civil service reform and the people who make decisions aimed at increasing the efficiency of the civil service because it accumulates the experience of many countries involved in this development. Secondly, ordinary civil servants are the ones who create a demand for the development, reform engaging in dialogue and discussions among themselves and their leaders. So, it will be useful for them.
