President of Kazakhstan took part in the extended session of the Government. In his speech Nursultan Nazarbayev emphasized the need to stimulate a massive entrepreneurship and provide population with work. The head of state reminded that it is necessary to continue the implementation of the "Business Road Map" and "Employment Road Map" programs. The President also emphasized the expansion of micro-credit measures. This will let move self-employed Kazakhstani entrepreneurs to the rank of small and medium-sized businesses. In addition, Nursultan Nazarbayev instructed to arrange cooperatives.

 

NURSULTAN NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

Particular attention should be paid to the development of cooperatives. We have already adopted the relevant law. We demand to grow wheat, care for livestock and poultry; then some middle man comes and robs the producers, co-operatives should be centralized so they would require him to produce and say we will take from you and pay you so you can start working. It is a very important law. I demand from all the governors to start with this every day. We need to create a network of co-operatives in agriculture. I will demand a report from everyone by the end of the year, because it is very important.

 

At the meeting, the Cabinet of Ministers reported on the work that has been carried out. The GDP growth in the national economy made up 0.3% since the beginning of the year. And the inflow of direct foreign investment this year is 5 times more than in the past. The National Fund assets exceeded $64.5 billion.

 

KUANDYK BISHIMBAYEV, ACTING MINISTER OF NATIONAL ECONOMY OF KAZAKHSTAN:

The full development of "Nurly Zhol" state program will be provided, and all the actions of anti-crisis plan will be carried out by the end of the year. Monitoring of prices will be conducted to prevent unjustified rise of prices in goods and services sector. In general, taking into account the positive tendencies in the sectors of the economy, we expect GDP growth at previously planned level of 0.5% in 2016.

 

Construction sector will also receive a new impetus to the development. The President instructed to combine various housing programs into one - "Nurly Zher." It will also include the construction of credit housing through the housing savings system. The special incentive will be given to private developers with the focus on creation of infrastructure.

 

NURSULTAN NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

We told people that we are giving 10 hectares for construction of private housing. Now they start demanding these 10 acres. It will be wrong if we start distributing them now. There are wide steppes in Kazakhstan. Go to the steppe to Zhezkazgan and start to build. And what would happen? There's no road, no light, no water, no heat  it is impossible to give the land now. Therefore, we must concentrate our engineering and social infrastructure resources.
