The payment for copyright has grown in the country. According to the Department that handles the affairs, the volume of payment has increased twofold over the past four years. In 2011, the total amount of remuneration was 267 million tenge, whereas in 2015 it reached 800 million tenge. According to experts, it was caused by the improvement of copyright legislation. Kazakhstan is adopting the experience of OECD countries. Thus the limit on spending for copyright societies was introduced last year.

Within the OECD we have introduced a 30% limit for copyright societies last year like Russia, Armenia, Belarus and Kyrgyzstan. They can leave for their own needs only 30% and other 70% should be directed to the authors. These are the minimum requirements. Someone can direct more than 70%. According to world practice, about 20% is spent for own collective costs.

 

The ‘Abyroi’ copyright society is one of the oldest in Kazakhstan. About 70% of Kazakhstan actors have joined the national association. About 33.4 million tenge was paid to the national authors this year. Foreign copyright holders also get rewards. The majority of payments or about 33 million tenge was sent to the UK, 19 million tenge to France and, 10 million to the United States. Dieter Bohlen, Madonna, Michael Jackson and Paul McCartney have received rewards from Kazakhstan artists.

The payments were scanty when we started in 2010. The fees amounted to about 50 million tenge. Now the charges have increased almost 5 times up to 250 million tenge. Kazakhstan authors have received approximately 33.4 million tenge, and foreign authors received about 56 million tenge respectively.

 

International ratings confirm that the copyright in Kazakhstan is well advanced.  Five years ago, the country was rated 116th among indices for the protection of intellectual property competitiveness, currently it is placed 70th. The package of new amendments to the legislation is under preparation and will be submitted for consideration of the Parliament this fall.
