After several public meetings in the regions, members of the Land Reform Commission held the next seventh meeting in Astana. The leaders of the working groups reported on the interim results of meetings with farmers in the field, reviewed the existing proposals, and also discussed agricultural land lease issue. In particular, Yerlan Nyssanbaev proposed to maintain agricultural land lease for up to 49 years with parallel introduction of regular control of soil condition so that a farmer cannot allow land degradation.

 

Yerlan NYSSANBAYEV, KAZAKH DEPUTY MINISTER OF AGRICULTURE:

It is planned to introduce enhanced monitoring. Farmlands should be used for their intended purpose. Tenants should avoid soil contamination and preserve its fertility. Monitoring will be carried out annually during five years. After that - every 3 years. It is also necessary to define a step by step actions plan for government agencies in the provision of plots of agricultural land.

 

The head of the Economy division of the Land reform Commission proposed to toughen penalties for violation of laws on providing and termination of land lease. Ahylbek Kurishbayev believes that it is necessary to elaborate a typical land lease agreement.

 

Akhylbek KURISHBAYEV, PROVOST OF SEIFULLIN KAZAKH AGRO TECHNICAL UNIVERSITY:

We offer to elaborate a typical land lease agreement of land user responsibility. Nowadays this type of document is inconsistent and elaborated by each Mayor. This is wrong. Kazakhstan should have a single agreement setting up the same conditions, the rights and obligations for every land user.

 

The meeting participants have also talked about the law on co-operation. It can give impetus to the development of agriculture. It was also proposed to create a land management. This will help to determine the condition of rangelands and to consider the prospects for their use. The committee members intend to systematize all proposals and recommendations to make concrete decisions. Members of the commission are ready to split into several groups to simultaneously visit several regions.

 

Askar MYRZAKHMETOV, DEPUTY PRIME MINISTER OF KAZAKHSTAN, MINISTER OF AGRICULTURE:

There are other important issues, in particular, the improvement of land lease institute by Kazakhstan citizens, rational use of land resources, restrictions in the provision of land for one person. Therefore, given these circumstances, we now have convened a special meeting of the committee in order to discuss the issues that are already evident and need immediate solution. Apart from visiting the regions, we must also meet separately and discuss those issues that are already troubleshot.
