It is necessary to postpone the introduction of overall declaration of income and expenses until 2025. Nurtai Sabilyanov announced this at the enlarged meeting of Nur Otan in the Majilis. He said the reason for the delay is technical unpreparedness of responsible authorities. The country adopted the law which provides for a gradual entry into the income declaration system last year. It was supposed that the employees of public institutions and national companies will submit the declaration in 2017 on the first phase. Phase 2 which was to begin in 2020 would have affected all residents.  

 

Nurtai SABILYANOV, MEMBER OF MAZHILIS, LOWER HOUSE OF KAZAKH PARLIAMENT:

 

For example, declaration of income and property elaborated by the Finance Ministry consists from 42 sheets. It would be particularly difficult to fill in such sort of declaration for ordinary citizens. In addition, there is no internet access in some villages.

 

However, the responsible authorities still insist that they are ready for declaration. In particular, they presented their plan to conduct a large-scale campaign which identifies ways of declaring, outreach, and who, to which extent and when should report on their property and income.

The State Revenue Committee is focused on the implementation of the first phase now. This is the explanation of declaration norms and their reception. A declaration form number 250 has been elaborated and will be filled in by 1.8 million people next year.

 

Issues related to the preparations for the first phase of the overall declaration have been discussed as well. Following the discussions, appropriate recommendations for the Government have been prepared.
