President N. Nazarbayev signs decree on holding snap parliamentary elections

Elections to the Majilis of the Parliament will be held on 20 March 2016. Kazakh President Nursultan Nazarbayev signed a decree on early termination of powers of deputies of the fifth convocation, and appealed to the citizens of Kazakhstan. The Head of State explained why he supported the initiative of deputies and in fact outlined the goals and objectives for the coming and difficult period.

 

Nursultan NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

 

The Parliament in this situation must work collectively; take prompt measures that arise in front of us almost every day. Our people need to unite as usual and to fight back, if necessary legislatively fight with any possible provocations during this difficult time and with those who will try to politicize and seek culprits in the deterioration of the situation. Once again I want to say that this is global crisis and there is no country and Kazakhstan also which could affect it. Therefore, we all need to pull together and help each other. I am convinced that the renewal of the authorities - in the interests of the country and the people. Political parties should put forward, educated, hardworking, devoted to the interests of the country candidates who are able to understand the problem of today's agenda. I appeal to all citizens of Kazakhstan, labor collectives, representatives of business, youth, veterans, all sectors of society to support my decision, dictated by time.

Nursultan Nazarbayev, taking into account your request, together with the Presidential Administration, regional governors and business community, we conducted appropriate consultations, held meeting on our economic policy in order to adapt all the economic processes in accordance with the current situation. We are sure that all your orders to keep the economic situation and prepare a plan for the transition to a new path will be executed.

The Prosecutors Office should control everything and everywhere. It should ensure the constitutional order.

 

Igor ROGOV: SNAP PARLIAMENTARY ELECTIONS ARE FULLY CONSISTENT WITH CONSTITUTION:

 

After the appeal of the Head of State the Chairman of the Constitutional Council Igor Rogov assessed the legitimacy of the President's decision.

 

Igor ROGOV, CHAIRMAN, CONSTITUTIONAL COUNCIL OF KAZAKHSTAN:

 

The president under Article 63 of the Constitution of the Republic of Kazakhstan held consultations with the chairmen of the Houses of Parliament, the Prime Minister as well as with the Chairman of Constitutional Council. And his decision on early termination of powers of deputies of the Majilis of the Parliament and the appointment the election of deputies is absolutely constitutional and consistent with the law of the Republic of Kazakhstan.
