President Nazarbayev speaks at UN Security Council - Kazakh TV

Kazakhstan is ready to provide a platform for addressing the nuclear crisis on the Korean peninsula. At the UN Security Council meeting, Nursultan Nazarbayev proposed a number of concrete measures that would stop proliferation of weapons of mass destruction. This topic was chosen because Kazakhstan intends to continue unifying the efforts of the whole world to rid the planet of the nuclear threat.

NURSULTAN NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

 - Dear Secretary General, Dear Members of the Council, Ladies and Gentlemen! Election of Kazakhstan as a non-permanent member of the UN Security Council and our presidency here are a sign of trust of the entire world community in our country and our peaceful policies. Thank you for your cooperation.

The President of Kazakhstan announced six initiatives designed to help to rid the world of the nuclear threat. First and foremost, the Kazakh Head of State urged the nuclear powers to abandon weapons of mass destruction, arguing that the strength of the countries lies primarily in earning the confidence of the world community. The United States, Russia and China should restore their cooperation to resolve the North Korean issue. Nursultan Nazarbayev has also noted the need to create zones free of nuclear weapons. He warned about the risk of a new wave of the arms race based on scientific achievements. According to the president, it is necessary to strengthen control over the creation and dissemination of new military and information technologies, including the militarization of outer space.

NURSULTAN NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

 - The world community is a single organism that is strong in its diversity, which can survive and develop if there is balance and harmony between the nations inhabiting our planet. That is why we must join our efforts in building a safer world, a more just world order based on the supremacy of international law. Undoubtedly, the historic mission of the UN Security Council has a special role in this matter. I believe that in the 21st century the mankind is able to build a world free from the weapons of mass destruction. I hope that the trust, will and consciousness of the world community multiplied by the energy of our collective actions will not let our planet step into the abyss of a global catastrophe.

Kazakhstan is a leader in nuclear disarmament and non-proliferation of weapons of mass destruction. Kazakhstan voluntarily renounced its status of nuclear power. UN Secretary-General, Antonio Guterres highlighted this fact and noted the country’s peacekeeping role.

ANTONIO GUTERRES, UN SECRETARY-GENERAL:

 - I’m pleased to join you for this timely debate. I thank the Republic of Kazakhstan for convening it. Kazakhstan promoted a vision of support for a world free of weapons of mass destruction and for the global non-proliferation regime. I thank president Nazarbayev for his personal leadership on this vital issue.

Nursultan Nazarbayev highlighted that the need to build mutual trust between the countries and at the global level, is becoming increasingly urgent. This should stay as an agenda and an essential element in maintaining security and strengthening peace in the world.

NURUSLTAN NAZARBAYEV, PRESIDENT OF KAZAKHSTAN:

 - Undoubtedly, I propose the possibility of developing a special UN resolution defining clear instructions for the countries that violate measures of sanctions. We see that this is a necessity. Finding an agreement and international law did not stop some countries, for example, India and Pakistan, from possessing these weapons.

The world community has yet to assess the initiatives of the President of Kazakhstan, aimed primarily at strengthening trust between the countries.
