The Agro-Industrial Complex is the most important part of Kazakhstan’s economy. The government uses a variety of tools to develop the agriculture. The Ministry of Agriculture provides food producers with inexpensive equipment and favorable lease terms. Akmola regional officials are putting extra focus on development of agricultural engineering and manufacturing of equipment. As part of the program on development of the Agro-Industrial Complex, new opportunities have been created for the enterprise in Kokshetau titled Kazakhstan Agro Innovation Corporation. The enterprise intends to establish cooperation with Kazakh Scientific Research Institute of Mechanization and Electrification in order to get technical and design documents and produce up to 600 units of equipment which are in high demand today.

KONSTANTIN ALEKSENTSEV, DEPUTY HEAD, KAZAKH INSTITUTE OF MECHANIZATION AND ELECTRIFICATION:

 - This is a single contract and the development unit will not be transferred to third parties.

OLEG BALYBIN, CEO, KAZAKHSTAN AGRO INNOVATION CORPORATION:

 - Taking into consideration the fact that our state is subsidizing and we are currently working with the Agrarian Credit Corporation, we will be able to provide concessional loans. This means we are currently developing a project to lease the equipment, with interest rate lower than 5%.

The institute is confident that this will have a positive impact on both production volumes and sales. The company's lineup will be expanded from 8 to 13 models of equipment. Up to 30 types of mounted and trailed agricultural machinery will be produced in the future.

BAKHYT ILYASOV, HEAD OF TECHNICAL POLICY, AGRICULTURE MINISTRY:

 - The government via the KazAgro will implement preferential loans to replenish working capital and purchase new machines in order to undergo modernization and provide job opportunities.

Now approximately 30 people are working on the production. With the implementation of two more hangars, the number of workers will increase to 200. The agricultural machinery manufacturing has also been established in Eastern Kazakhstan. The innovative tractor plant has been opened in the Zaisan district. The new enterprise manufactures vehicles with a capacity of 45 horsepower. They are suitable for plowing land, sowing crops and snow clearing.

MURATKHAN KIYAMZANOV, HEAD, ZAISAN ENTREPRENEURSHIP AND AGRICULTURE DEPARTMENT:

 - This vehicle burns 2 times less fuel but it can work like a big tractor. Moreover, during the purchase of a tractor the state pays subsidies to cooperatives up to 50% of the cost and to owners of livestock farms up to 30%. Only for the last month 12 tractors were sold to neighboring areas.

The Chinese entrepreneur invested 80 million tenge into the enterprise. Kazakh agrarians have already shown interest in the agricultural machine. Up to now, the enterprise has produced nearly 40 tractors.
