Kazakhstan intends to simplify customs procedures for foreign investors and entrepreneurs. The government has submitted a new draft Customs Code. The Kazakh minister of national economy explained the several reasons for its development. One of the reasons is to put national legislation under the norms of the Eurasian Economic Union and ensure process automation.

TIMUR SULEIMENOV, KAZAKH MINISTER OF NATIONAL ECONOMY:

 - Declaration will be conducted only in a digital form. We have created a legal framework for application to a single-window system. Customs authorities have no right to request information which is available in other state bodies as part of information interaction.

The new norms will allow declarants to receive a deferral for payment of customs duties which will last from one to six months. Advantages are provided in a number of cases including making deliveries under international treaties, importing agricultural machinery, seeds and pedigree animals. Exemptions are available for cases when a payer suffers damage as a result of a disaster or a technological catastrophe. The code has softened liability of customs procedures’ violations.

TIMUR SULEIMENOV, KAZAKH MINISTER OF NATIONAL ECONOMY:

- The cases of exemption of a declarant from administrative responsibility are expanded. First of all, the exemption is expanded in case of an independent elimination of violation within 30 working days from the date of notification. The declarant is exempted from the administrative responsibility in case of voluntary payment during the working day with an accrual no more than 500 MCI.

The Minister of Finance also highlighted the positive changes of the updated code. Bakhyt Sultanov said that the Kazakh-Chinese border at Khorgos can become a customs-free zone. Duty-free shops in the international Khorgos logistic center can potentially attract more foreign tourists.

BAKHYT SULTANOV, KAZAKH MINISTER OF FINANCE:

- The consumption of foreign goods in Khorgos is allowed without declaration and payment of customs payments. This will allow importing products to services and catering without additional costs. With the adoption of the new code, we can create duty-free shops where retailers will sell both domestic and foreign goods.

Regarding the Customs Code of the EEU member countries, the finance minister noted that the document is being ratified. The national customs code and the EAEU customs code will come into force simultaneously on January 1st, 2018.
