Innovations should contribute to economic growth. This is stated in the sixty-fourth step of the Nation’s Plan. It is planned to introduce new technologies in existing plants. In fact, commercialization of scientific innovations is a matter of national importance. Science Foundation helps scientists to implement their ideas. Last year’s competition among Kazakh innovators sparked great interest, organizers received 337 applications from across Kazakhstan.

 

KURMANGAZY OMAROV, DIRECTOR, SCIENCE FOUNDATION:

 - As practice has shown, there are more innovations in the field of agro-industrial complex, waste utilization that are aimed at obtaining new types of products.

 

27 projects were selected after an independent expertise. They received grants. One of the innovations was proposed by the LED lighting production company. They will produce filament lamps with nano-phosphorus. The lamps can be used in agriculture to stimulate plants to grow faster.

 

AMANGELDI TAUKENOV, COMPANY’S DIRECTOR GENERAL:

 - We have determined the spectrum of light that will help the plants’ photosynthesis. In particular, we are talking about such vegetables as tomatoes and cucumbers. This illumination will increase greenhouse’s output from 30-50 to 80 kilograms of crops per square meter.

 

While scientific research is underway, the factories are already utilizing the best innovations. Introduction of new technologies into business is bearing fruit. Entrepreneurs are reducing costs, and consumers are getting fine, inexpensive products. Since 2011, the National Agency for Technological Development has allocated about 12 billion tenge for innovative projects in different spheres, from healthcare to information technology. Grants have been given to the commercialization of technologies. One of the most successful projects is the Taldykorgan battery plant. The company received four grants worth about 350 million.

 

BAKHYTGUL KUDIRINOVA, FINANCIAL DIRECTOR:

We didnt invent a bicycle but we bought the technology. This is owing to the big support of the state. We have implemented the equipment in the shortest possible time and today our products meet the world standards. We have a full production cycle.

 

Now the plant has increased capacity by 3 times and it produces about 3 million batteries a year. 60% of the products are shipped for the export abroad.

This year, in order to improve the economic effect of the invested budgetary funds, the National Agency For Technological Development has radically changed the financing program. Under the new rules, the limits have been revised and only small and medium-sized businesses can rely on support.

 

MARAT OMAROV, CHAIRMAN OF BOARD, NATIONAL AGENCY FOR TECHNOLOGICAL DEVELOPMENT:

 - Our goal is to direct these grants on the technological development of small and medium-sized businesses which means to help these businesses to buy advanced and foreign technology and bring to Kazakhstan and get the maximum effect from it.

This year the program budget is 2 billion 800-million tenge. No more than a hundred million will be directed for the technological development of industries. 400 million will distributed for the technological development of operating enterprises and 200 million tenge will be spent for the commercialization of technologies. In all cases, the agency finances from 50% to 70% of the cost of the project.
