Development of amendments to Kazakhstan’s customs legislation has been completed. Improvement of customs legislation was suggested in "100 concrete steps" development program.  As it was outlined in the 38th article of the national plan, electronic declaration system should be introduced and bureaucracy for export or import of goods should be reduced. Measures to improve the customs legislation are outlined in the new Customs Code of the Eurasian Economic Union countries. Import procedures have been simplified. Staring from January 2018, customs clearance can be done after the goods are imported. The declaration can be complemented within 40 days.

RUSLAN BEKETAYEV, KAZAKH VICE MINISTER OF FINANCE:

- We are introducing new customs clearance rules starting from January 2018. This will let traders use goods immediately after crossing the border.

One-stop shop principle is being introduced in Kazakhstan for submission of customs declarations. The project was developed by the Ministry of Finance to facilitate foreign economic activity. With the introduction of the special information system Astana-1, export-import procedures will be conducted a lot faster.

UMITKUL GUBASHEVA, DEPUTY HEAD, KAZAKHSTAN’S CUSTOMS CONTROL DEPARTMENT:

- Electronic declaration has many advantages. We have a customs declaration system, but we require accompanying documents for the registration of goods, according to the current legislation. According to the new code of the union, it allows only the information declared in the declaration for goods to be accepted into the system.

TALGAT ZHANBYRBAYEV, HEAD OF CUSTOMS POST, ASTANA - CENTER OF CUSTOMS CLEARANCE:

- A customs applicant can send the documents to the email address of the brokerage companies. Brokers will process this declaration and send to the inspector. It will take 1-2 minutes. The inspector will immediately see the entire transit declaration and all the permits at the entrance and at the arrival of these goods. The customs applicant or his representative can file documents before the goods pass the Customs Union, this will let the declaration to be issued immediately.

These amendments and other measures taken in Kazakhstan will simplify conditions of doing business. Kazakhstan is improving its position in Doing Business rating. Kazakhstan takes 35th place in the global ranking for 2017.
