The Russian Ministry of Natural Resources and Environment appealed to the government with a proposal to freeze the issuance of licenses on the shelf for one or two years, Head of the Ministry Sergey Donskoy said. The Ministry proposed to suspend the issuance of licenses for oil and gas sites earlier in August. It was noted that the issuance of licenses will be continued for those sites that have been already applied by state-owned companies. The position of the Ministry of Environment is related to the preparation of the government regulation on which auctions can be conducted for licenses to the sites on the shelf in Russia if they are claimed by several state-owned companies, media reported.
